Canada, as a signatory to the 1951 Convention relating to the Status of Refugees, acknowledges and respects the right of individuals to make a claim for refugee protection, whether they are in Canada or outside its borders.

Refugee Claims within Canada

Canada provides refugee protection to individuals who are in Canada and fear for persecutions if they are forced to return to their counties. This protection is extended to those who may face threats such as torture, risk to their life, or cruel and unusual treatment or punishment if they return to their home country or the country where they usually reside.

If you believe you could be at risk of any of those danger and are in need of protection, you may have the opportunity to seek refuge in Canada, but you must be present in Canada at the time of making your claim, meet the eligibility criteria, and not being subject to an order to leave Canada.

Refugee Claims outside Canada:

If you are outside Canada and seeking refugee protection, you need to be first assessed and found eligible by Canadian authorities, and then apply for a visa as a Convention Refugee or someone in similar circumstances such as a Humanitarian-protected Person Abroad or a Protected Temporary Resident.

  • A protected person is someone who has been granted refugee status and their claim or application has not been officially rejected afterward.

    Person in Need of Protection

    A person in need of protection in Canada is someone whose return to their home country (or countries they previously lived in) would put them at:

    • Risk of torture, which means causing severe physical or mental pain intentionally for purposes like extracting information or punishment, often by officials. It excludes lawful punishment.

    • Risk to their life or being treated cruelly or unusually. This risk is personal, not general; they can't or won't seek protection from their home country; it applies nationwide in their home country (or countries they previously lived in) not just in certain areas; it's not regular punishment (unless it violates international standards); and it's not due to their country's inability to provide proper healthcare.

  • It refers to a person who is outside of their country of nationality (or countries they previously lived in) and genuinely fear harm or oppression due to your race, religion, nationality, membership in a particular social group, or political beliefs. This fear should make them unwilling or unable to return to their own country or seek protection there.

    Convention Refugees Abroad:

    If an officer outside of Canada determines that you meet the criteria for being a Convention Refugee, you will become a member of the Convention Refugees Abroad class and may be issued a permanent resident visa.

  • If you're facing similar situations to Convention Refugees, you might be part of the country of asylum group. This group includes those like you needing humanitarian protection for possible permanent residency in Canada. You might become part of this group if you need “resettlement”, because you're outside your home country and have suffered from civil war, armed conflict, or major human rights abuses there.

  • Protected Temporary Residents are people admitted and allowed to stay in Canada temporarily because a visa office has decided they urgently need protection. If you hold a Temporary Resident Permit or other permits for protection or humanitarian reasons, you may be considered a protected temporary resident and eligible to apply for permanent residency in Canada.

If you are a Convention Refugee or Humanitarian-protected Person outside Canada:

You (Principal Applicant) and your family members can come to Canada if you:

  • are referred by either a refugee referral organization under the Government-assisted refugees program (GAR) or a private sponsor under the Private sponsorship of refugees program (PSR).

  • show that you don't have any other permanent solution, and

  • successfully meet and pass the required medical, security, and criminal checks.

If you are a Canadian citizen or/and permanent resident, at least 18 years old, and want to privately sponsor a Convention Refugee or Humanitarian-protected Person Abroad, through

1- Groups of Five, or

2- Blended Visa Office-Referred

  • This program enables you, if eligible, as part of a group of five or more individuals, to privately sponsor a refugee and their family members (if applicable). You should reside in the same community where the refugee plans to settle and commit to providing settlement support for approximately one year. Your group must also submit a settlement plan and demonstrate sufficient funds to support the refugee for one year. As G5 sponsors, you can only assist refugees officially recognized by either:

    • United Nations High Commissioner for Refugees (UNHCR)

    • The government of the country where the refugee lives

We can assist both you and the qualified refugee you would like to sponsor, if you want us to do so!

  1. We will guide you and the refugee through the process and requirements.

  2. We will start your online application and send you an invitation to join.

  3. We will represent the refugee on the portal if your primary sponsor wants us to do so.

  4. We will assist you in completing the application forms, gathering and uploading the supporting documents.

  5. We will submit the applications on your behalf through our authorized portal.

  6. We will keep you informed about the status of your application throughout the process.

  7. We will assist you in preparing for the arrival of the refugee, prior to/upon approval of your application.

  • This program allows eligible Canadians and permanent residents the opportunity to become a private sponsor and assist refugees in urgent need of resettlement by being matched with already approved refugees who have been identified by referral organizations.

    In this program, to support refugees as they begin their new lives in Canada, the Government of Canada covers 6 months of financial support (through a program called the Resettlement Assistance Program - RAP). You, as private sponsors, will be committed to providing:

    • A 6 months of financial support.

    • One-time start-up costs for furniture, household goods, clothing, utility installations, and school supplies (if necessary).

    • 12 months of social, emotional, and settlement support, including helping to find housing, introducing them to the new area, and locating language training centers and places of worship.

      The BVOR program has three key advantages:

    • It helps lessen the financial load on private sponsors.

    • It gives priority to the most vulnerable refugees through referral organizations.

    • It connects sponsors with refugees who have already been screened and interviewed, so they can travel sooner.

  2. We will assist you in submitting an application once you confirm your interest.

  3. We will support you in updating your information after you apply, if needed.

  4. We will connect you with organizations that prepare you for the arrival of the refugee.

  5. We will assist you in withdrawing your application, if necessary.
